Ctrl-Q on Mac works different than it used to

Ctrl-Q on Mac works different than it used to

Current Behavior

If I CMD-Q, the GUI will close. But the application remains in operation (I see it in the Apple Menu, CMD-tab, Dock). All one needs to do is CMD-Q a second time

Expected Behavior

If I CMD-Q, the GUI and application will close
