Filter load type on Space Types Custom tab not useful

Issue overview

The Filter load type drop down on Custom sub tab on the Space Types tab does not provide useful information.

Current Behavior

You are able to select columns for the custom sub tab. However, when filtering by loads, no space types are shown.

Expected Behavior

I would expect to see only space types with the given load type, and only that load type shown. This would allow me to quickly compare the load type across all space types.

Filtering by load type works correctly on the Spaces -> Loads -> Custom tab

Steps to Reproduce

1. Open model with space types
2. Select columns for custom view
3. Go to custom sub tab
4. Filter by load type

Possible Solution

Same behavior is present in 1.7.0 so this is not a recent regression.
