This is to ensure that we only assign a BIT number, once the BITs are merged. BIT-0001 was the DTAO paper (that should also be committed here), and this was the first BIT that was merged after it. In the future BIT PRs should not assign numbers to their document to not cause duplicates and "reserving" numbers for BITs that may never be merged, causing gaps. |
