No prompt for POW registration

The pow registration does not accept the no prompt option.

btcli subnet pow_register --wallet.name default --wallet.hotkey C0 --netuid 223 --subtensor.network test --subtensor.chain_endpoint wss://test.finney.opentensor.ai:443 --no-prompt
