Add yuma version to SubnetHyperparmeters Runtime API

For btcli, we query SubnetInfoRuntimeApi.get_subnet_hyperparams to get the subnet hyperparams. People are asking for the ability to see if Yuma Consensus v3 is active on a given SN.
