Fixed deleting Transpose layers after and before Interpolate layers. #1071

Description: Fixed deleting Transpose layers after and before Interpolate layers

Is JIRA number correct? I see another issue there. Why we need this change. What was wrong? Did we just change transformation to be general for all MO executions?
