TikZImage.pm module in pg. Also add the `--no-shell-escape` flag to the external latex command (now also used by TikZImage.pm).

dvisvgmthat is now needed by the TikZImage.pm module in pg.Also add the
--no-shell-escapeflag to the external latex command (now also used by TikZImage.pm).See openwebwork/pg#557.
