Motivation and Context

#14775

Description

This reverts commit 4c856fb to resolve a newly introduced deadlock which in practice is more disruptive that the issue this commit intended to address.

How Has This Been Tested?

Reverts to the original code. The intent is to run this through the CI multiple times and verify the deadlock this is believed to have introduced does not occur after the revert.

Types of changes
