Remove legacy helm code. This PR makes the following changes:

  1. Remove legacy HelmReconciler and use HybridReconciler instead.
  2. Allow HybridReconciler to accept label selectors to allow parsing predicates while setting up controller.

Note This PR does not include change in watches.yaml of helm. As a follow-up, hybrid watches will have breaking changes to support backwards compatibility.
