Looks like the release manifest generation wasn't completed for v0.16.0, so we're missing its directory and that's leaking into this PR.

We're currently working on out-of-tree release artifacts, so I don't think we should continue to populate these manifests (especially in a bug fix).

This PR updates manifests to include a [bug fix](operator-framework/api#59)
