Move operator caching from resolver into a new package. #2316

As part of a larger effort to extract the resolution component so that it can be shared between on- and off-cluster tools, all behavior related to caching and querying present and available operators is moving to its own package. This is a first step toward untangling the direction of inter-package dependencies that would require off-cluster tools to take a dependency on OLM itself.
