Hi,
Some events are evicted with the check of eventime > 5seconds.
This pull request permit to configure this period with the throttlePerdiod.

This pull request permit to close some issues :

resolve Some events are not watched #144
resolve Miss some Backoff events #115
resolve Listening for custom resource events #47

Hi,
Can I have attention for this pull request please ?
This is necessary to permit to have BackOff events and events from ArgoCD.
