per-project links regexp

There apparently is only one global regexp generating links (to bug databases and/or architecture review documentation, etc.) from the history logs. The regexp should be configurable on per-project basis; i.e. one can configure project specific automatically generated links from the history logs.

Better yet, this should be configurable per project group.
