Adds a job to detect bosh vms rebooted without lifecycle applied.

Just colocate the job with all instance groups with a bosh runtime-config.

Instance group rebooted without lifecycle applied will have a failing job, so alerting and ops teams can easily identify and fix (bosh restart).
