Cross-tap formula_renames

I just tested whether adding a formula_renames.json to a 3rd party tap allows to gracefully handle a migration (that involves formula renaming) from said 3rd party tap to homebrew-core , and the entries are ignored by brew upgrade.

I also tried the same from homebrew-core's own formula_renames.json, to no avail. It looks that the logic limits the formula matching to its own tap, only.

Is that supposed to be supported? Is there any other sane 3rd party -> core migration strategy?
