Postgresql@12 FATAL: no such database

I'm not sure if this is the correct location for this, but seeing that homebrew is indeed responsible for installation of postgresql@12, this is where I think I should start. Hopefully the postgresql maintainer will read this.

I've been having some problems both with the Postgres.app and homebrew installation of postgresql@12, namely PostgreSQL 12.9. Both instances have problems with CREATE DATABASE as the database never shows up, even though there's feedback indicating it was indeed created.

I've asked on StackExchange (Database Administrators) as well as the mailing list, and nothing back yet. I thought I would post in here to see if anybody had the same issues, or could provide some insight. As for syntax, I have Sequel (an ORM), Postico.app and psql where this has been tried, the first two generating its own syntax away from my syntax generation. I get the same error in all instances.
