You should be able to enable a repo to be a template using the instructions at https://docs.github.com/en/enterprise-cloud@latest/repositories/creating-and-managing-repositories/creating-a-template-repository#creating-a-template-repository |

"use this template" is also missing from my github dash, which since Im a newb, its hard for me to use others' repos as templates can someone help me |

Looks like button is in dom, but it's hidden. I found workaround, it is possible to remove
display: none !importantand the button will be visible and usable, it's possible to use the template :)
