How do I contribute to another person's repository, e.g. adding content to his Wiki?

I would like to share some information and add it to the Wiki of a repository owned by another member.
How can I see, who is allowed to edit his Wiki?
Do I have to ask the project maintainer or what is the suggested way?

No need to ask. Go to the repo and submit a Pull Request, the maintainer will review and merge if the changes suits him/her.

That doesn't work for the wiki though. The wiki is a separate git repo, but doesn't have the normal Github PR/review functionality.

If you want to contribute to someone else's project but don't have write access to the repository, you can use a "fork and pull request" workflow. A fork is a new repository that shares code and visibility settings with the original “upstream” repository.

OP was asking about the wiki, which isn't part of a fork, and you can't submit PRs for a project wiki either.

In order to edit a project's wiki you have to be the owner or a collaborator of the project, or the project owner has to open up the wiki for public editing.
(For non-wiki changes, fork the project and create a pull request with your proposed changes)
