Use REST API to access private repos in my organization

My organization (GitHub Classroom actually) has both public and private repos as students' assignments. I want to analyze these assignments by using GitHub REST API to acquire repo details.
However, using REST, I can only access public repos in the organization and the private repos owned by me. When accessing the private repos of the organization owned by me, I got 404 error.
Should I config certain permission settings, or GitHub doesn't really allow such REST access?

I already set the PAT in Settings > Developer settings > Fine grained token, as shown below. However, I still cannot access the private repos in my organization. Is it because I don't own the private repo even though I own the organization (but I can view the private repo fine in browser)?

On the Assignment page, click "Download" -> "Student Repositories", and "Clone repositories with Classroom CLI".
We have to first install GitHub Classroom extension with GitHub CLI. See here.
