Original description

To add debug informations, now the "project.is-debug" property is set "on" in base-build.xml.
But javac task's debug option needs to be set "true" to work insteed of "on".
(Look at http://ant.apache.org/manual/Tasks/javac.html)

The priority of this issue is very low.
