  1. feat: add support for OIDC VC 

    This adds initial support for issuing verifiable credentials
as specified in https://openid.net/specs/openid-connect-userinfo-vc-1_0.html.

Because the spec is still in draft, public identifiers are
suffixed with `draft_00`.
