Adds RELEASE_PROCESS.md to formalize a process for releasing new taxcalc, og-usa, b-tax, webapp-public, and taxpuf packages to ospc.org.
Includes explicit assignments for @MattHJensen @martinholmer @rickecon @jdebacker @hdoupe @brittainhard @andersonfrailey.
@brittainhard, could you please merge after review/feedback? I left it to outstanding for you to link to this from where you think it is relevant in the README.
