Rules of GDPR/DSGVO

need to explicitly mark mandatory fields
user needs to accept the data protection rules
- provide a link to it in the form
and in the menu
make this link configurable
add a dummy page with a link to the DSGVO-generator
make link to GDPR-page configurable within the application
