Linux server gha update #812

This updates our GitHub Actions server packaging a bit:

Downgrade to VCPKG version 2023.11.20 because of upstream regression [arrow] 14.0.2 unable to detect the active compiler's information microsoft/vcpkg#36094
Remove Fedora 37 because it is EOL.
Remove unused Ubuntu 18.04 files (because it is also EOL for our purposes).
Add Fedora 39 support. (Related: NodeJS doesn't build with Python 3.12 #810) (Currently does not package. Regression in upstream rpmbuild?)
