[tests-only] skipOnOcis-OC-Storage for test scenarios that are intermittent #38268

Description

In cs3org/reva we are seeing intermittent pass/fail of scenarios like cs3org/reva#1368 (comment)

runsh: Total unexpected passed scenarios throughout the test run:
apiWebdavEtagPropagation1/moveFileFolder.feature:98

That is not acceptable in CI. Skip those for now.
