Describe the bug

The IDM service is lacking some infrastructure for starting the debug/health service. As IDM is not serving any HTTP traffic itself (it's basically just the LDAP service) it is currently not bring up any port for the debug service like all the other services do. (See owncloud/ocis-charts#95 (comment))
