Switch/enable liveness checks for idm, nats, audit and notification

The idm, nats, audits and notification service currently provide no/incomplete debug endpoints. Fix the health checks for those, once owncloud/ocis#5002 and owncloud/ocis#5003 are fixed.

Some of the deployment definitions contain a commented out liveness probe, but should instead (when actually working) include the liveness probe definition as {{- include "ocis.livenessProbe" . | nindent 10 }}
