Fix time positioning in the date-picker control

It looks like the time is being pushed to the second line in the date-picker control.

What page is this on? I bet this is a localization thing, which we should of course handle better. Here's what I see:

It happens on the Utilization page in System when I select a different date range

I wonder why you're seeing a leading zero there and David is not? Either way, we should increase the width to accommodate the worst case of date range width.
