Firewall rules: Provide capability to easily set up new rules by copying an existing one

Setting up new firewall rules can be complicated for first-time cloud users. The top use case that necessitate users to fiddle with firewall is to open ports to applications running in the instances. Since we already have a default rule to allow SSH, it'll be much easier for users to simply copy that firewall rule and modify the port number section.

Take a look at #2067 for a related experiment. I think this is a useful pattern that we can reuse all across the console. We might also consider a "Create similar with CLI" that opens a modal with the command, which would be an easy way of creating automations and aid in discoverability.

Yes, the pattern looks intuitive enough to me. Once the user knows the clone feature lives under "...", they should be able to find it everywhere.

I wonder if we can have a little note near the top of the "Create Instance" page to mention something along the lines of

If you would like to create a new instance by cloning from another instance, you can select the "New Similar Instance" action next to the instance to clone from. The action presets the new instance configurations with the values of that existing instance.

Ideally we have a UI that is sufficiently self-documenting – but the dropdown is a little tucked away to be the primary method of doing this.

We might consider something like a split button that takes you to the main page by default but also has a dropdown with templates as an option:

As we add more features, cards might become more useful to help with feature discovery too.

The instance template is useful, but there's a little bit of complexity (around tab bars and preloading data before it's added to defaultValues). Perhaps we start with firewall rules until we're happy with the way we're handling the form stuff and then move to instances and beyond? @david-crespo
