Include license with console assets

Now that we're pushing the assets to the pretty guessable GCP URL https://dl.oxide.computer/releases/console/main.tar.gz, we should almost certainly be including some kind of license preamble in every source code file.

Here's one way:

What I don't know is how you get it in the right spot in the output file, i.e., just above our chunk but not the included libs, many of which have their own license comment.

Good news: based on some conversation in the Q&A channel, it seems the most likely outcome here is we don't have to do anything. MPL has an explicit statement in their FAQ that minified JS is not source code. From that point of view, we don't have to include a license for it at all because the console source is not considered open. We will of course continue to include those MIT license comments for vendor bundles that are exempted from minification with /*!.
