We have changed the spec with regards to typing default_action.
This pull request also contains a solution for issue #166, but it is partially commented-out (#if 0). Issue #166 forbids some header stack operations in the parser, but switch.p4 does use such operations. Until we settle the question about whether we do allow these operations or not the fix will remain commented-out.
