Fix for issue #195: moved description of required dependences to README.md from docs/README.md
The EBPF back-end documentation has been pilfered from the bcc github repository; it is still incomplete.
(I had to create a new fork of p4c since the old fork I was using is inaccessible, since it is private. I hope that no changes have been lost in this process.)
