Description
This PR evaluates the Propagate Policy for Gossip messages.
We use sequence as the consensus height. The sequence number is no more valid.
Each gossip message now carries the consensus height, and each node drops messages if they are expired.
To ensure compatibility with previous versions, we parse the message if the consensus height can't be read from the message data.
