Default SSH directory on Windows can be ~/.ssh

sshtunnel looks for SSH config and keys in a directory that is either ~/.ssh or ~/ssh depending on the operating system. It does therefore not consider ~/.ssh a default SSH directory on Windows, even though it is used by the OpenSSH tool that ships with Windows 10.
