Refactor stacks actions #4

There are several Github Actions in this repository that are used in the stacks pipelines. We should see if any of these need refactoring. In particular, are any complex enough that they merit being written in Golang / having tests?

Closing since the stacks actions now live in paketo-buildpacks/github-config. I'll leave it to Stacks and Tooling maintainers to decide whether refactors are needed.
