Summary
Adds workflows from https://github.com/paketo-buildpacks/github-config/tree/main/library/.github to this repository.
The main goal of this PR was to add auto-labeling and release version calculations so that the maintenance experience is the same as it is across our other repositories. If maintainers don't want the full battery of workflows, I can remove everything except labeling and release-related changes if needed.
Note that the .syncignore contains workflows/test-pull-request.yml and workflows/create-draft-release.yml because both workflows run the tests without scripts.
