Use documentalist to generate docs site

Would be curious to try and use our new documentalist project and help give feedback on its development / see how it stacks up against our current approach.

I think using documentalist would make it easier to implement interactive features as suggested in #2275

• Recommended: Check if this is available in ESLint + typescript-eslint ✅
• Not Recommended: Fork TSLint locally 🤷‍♂️
