[BUG] Regression on outline buttons: on hover or focus, handle is not visible

Describe the bug
A regression on v4.3.3 and v3.7.2 makes that outline buttons, on hover or focus, their handle and label has the same background. These cause a strange effect.

To Reproduce
Steps to reproduce the behavior and minimal code:

1. Go to demo page
2. Hover an outline button
3. Focus an outline button

Expected behavior
Handle must change background to light
