Staff users can't see anything in the admin

Not seeing a real obvious way to accomplish this. Each user needs a permission and since there isn't a "staff" group, there is no obvious way to grant it to all of them without simply giving it to every new user, which seems... wrong.

Changing the title of this ticket from "Only superuser can see domain, email, etc settings" to "Staff users can't see anything in the admin" and backlogging as a known defect. We probably ought to support non-superuser admins, but not this time around.
