I am fine with moving this table all the way to the end

I don't think that many people care about the changes here, so there is no harm in putting them at the end

End of this section or the whatsnew doc?

I suppose this is the Backwards incompatible API changes since bumped versions may have removed functionality

End of the doc, I am also fine with keeping it here

I'll keep it for now. We can reorganize the whatsnew for 3.0
