Konga defaults to signup enabled

I am running Konga in a stateless mode so it works nicely inside a container. I am avoiding creating a database and instead using a local database as this suite my use case.

I would like to tweak the default setting for sign up - I would prefer if it defaulted to sign up disabled. I think it makes sense that if users want to enable sign up on systems they can go to settings and heck the box.
