Any changes in westend bootnodes in version 0.9.38-909567fe6da

We just upgraded our westend node from v0.9.37 to v0.9.38.

The node is running fine. However, we found the following from the log:

@bkchr Hey Bastian, thanks for tagging. I checked the bootnode and it seems true that the peer ID has changed to 12D3KooWB3UcXgodPdu2JxmynEDxBqgppqSqpJtpqHXw9aQJ1csT. So should I make another PR to reflect this change? By the way, how is the peer ID constructed? Is it really possible that it might have changed?

Don't you set the node key with --node-key so the key is a fixed key? If you don't have the old key, you will need to create a pr to change this, but please ensure that all your other bootnodes also not have this problem. If you didn't set a fixed key before, the key is stored in the base-path in the network directory.

@bkchr Thanks for the suggestion, I didn't specify a fixed key. I added it now to all our bootnodes to prevent the peer id from changing. Here is the PR.
