Description
Bump to a single version of prost above 0.11. We used to have a mix of 0.11 and 0.10.
IMPORTANT NOTE: prost 0.11 introduces a potentially breaking change requiring
protocto be installed (CI Docker images,srtooletc...).The work related to
srtoolis done in paritytech/srtool#50
