This PR renames generic_proto to notifications and GenericProto to Notifications.

Historically, this module was used for everything Substrate-related: transactions, blocks propagation, etc.
Over time, however, it has evolved to only provide a generic way of sending notifications.
The name would now reflect this evolution.
