Change destination for the data exports for the grants team

Given the grants team is the only user of the public scores that we export, we should write the data exports to S3 buckets owned by them.

Changes they will need to make on their end:

• data analytics team needs to be informed. They have also agreed to set up the new buckets & provide connectivity details.
• pulling scores in their service: they should change the endpoint here: https://github.com/gitcoinco/grants-stack-indexer/blob/main/src/passport/index.ts#L202

Changes on passport end:

• update the configuration of the scheduled tasks to write to the new buckets
• make sure this upload works for the new destination: https://github.com/passportxyz/passport-scorer/blob/main/api/data_model/management/commands/scorer_dump_data_model_score.py#L173
  • grants should provide us access credentials
  • we'll need to update our task & command to use those access credentials for the buckets
