Guidelines Enhancement: Bulk Select Pattern

@MariSvirik has been reviewing our design guidelines for bulk select. She noticed that there is no guideline for how the "deselect all" menu item should be presented when no items are selected. We discussed during the pf office hours today that the "deselect all" menu option should be shown but disabled when nothing is selected. We should update our design guidelines to make sure this behavior/suggestion is documented.

We should also make sure our design guidelines match the expected behavior that @MariSvirik has documented in this file.

In addition to updating our design guidelines, we've also identified a few follow up issues to match the expected designs/behavior:

• A number of react demos on our site [filter pattern examples, card view demo, primary/detail card view demo, and table with bulk select demo] do not match the behavior noted in our design guidelines & are inconsistent. Addt'l react follow up issue needed.
• the bulk select component group should be edited to remove the divider between the toggle text & caret. component group example should also follow the design guidelines noted above & on our bulk select pattern design guidelines page. (follow up issue needed)
• Data view component group examples will also need updating will also need to be updated
