Fix #394
Different PR's have different ways of importing, method signature formatting, line-lengths, etc. Using black as a code formatter will unify all these coding styles.
How Has This Been Tested?
The tests run. Also added a check for blackness to the github actions.
I cannot figure out how to add pre-commit hooks to the repo such that not everyone needs to set this up theirselves.
