The PR re-implements #1072.
Since the action has been updated to Node.js 20, it is safe to use Node.js built-in fs methods to replace
shelljs. Fewer dependencies result in faster boot-up speed.The
shelljshas been moved todevDependencies. The unit test cases have not been touched to make sure all the behavior remains the same.
