K8SPSMDB-801: make delete-backup delete PITR files

DESCRIPTION

Problem:
If PITR is enabled, it's not possible to delete a backup with delete-backup finalizer.

Cause:
PBM doesn't allow to delete backup if it is a base for the PITR timeline.

Solution:
Delete PITR oplog chunks until LastWriteTS of the backup meta. Then, delete the backup
