The HTTP archiver needs a timeout because failing to do that ends up looking like a read error from whatever invoked it. See https://lists.internet2.edu/sympa/arc/perfsonar-user/2024-08/msg00012.html.

Release Notes:

Added a timeout parameter to the HTTP archiver which defaults to 30 seconds (PT30S). Using this parameter requires specifying schema 4.
